GLI History

GLI was created in 1989, and since then the company has certified more than 1,757,470 items and has either consulted on and/or tested equipment for more than 475 jurisdictions. The following sections provide a brief synopsis of GLI’s storied history.

History

2018

GLI received multiple gaming industry honors. GLI was the first test lab to be recognized for using testing automation in gaming QA and compliance testing. GLI’s Testing Automation was voted the “Best Innovation” in Gaming & Leisure Magazine’s “2018 Gaming and Hospitality Industry Awards” and was also named the Gold Award winner for “Best Productivity-Enhancement Technology in Global Gaming Business Magazine’s “Gaming and Technology Awards.” Additionally, GLI was voted “Best Testing Laboratory” in the CEEG (Central and Eastern European Gaming) Awards.
GLI completed its integration with NMi Gaming, announcing several staffing changes to bring further operational efficiencies; speeding time-to-market, increasing bandwidth, and offering other key benefits. Martin Britton continues as Managing Director of GLI EMEA while Andrew Rosewarne, Managing Director UK, heads up the GLI-UK office specializing in iGaming expertise. Dr. Richard Edwards, Managing Director UK and VP of Engineering, now leads all GLI engineering and math groups throughout EMEA. The GLI and NMi sales teams were combined with Chris Davies, Chief Commercial Officer and James Illingworth, Director of European Client Services now co-heads of sales. The combined GLI and NMi operation consists of eight offices and 320 employees across the EMEA region.
GLI demonstrated how suppliers, regulators, and operators can benefit from its globally tested, proven, and trusted products, services, and expertise during the 2018 Global Gaming Expo (G2E) in Las Vegas. Attendees learned how GLI is the one and only independent testing and certification lab that can provide suppliers with access to every emerging gaming jurisdiction.
GLI President and CEO, James Maida, and a team of locally focused global experts presented an informative, complimentary half-day regulators seminar during the 2018 International Association of Gaming Regulators (IAGR) Conference, held in Copenhagen, Denmark.
GLI certified the first tribal sportsbook in the U.S. to GLI-33 Event Wagering Systems technical standard. The sportsbook is located at the Pearl River Resort in Choctaw, Mississippi and is operated by the Mississippi Band of Choctaw Indians. GLI provided on-site support to the Choctaw Gaming Commission’s technical auditing staffs to ensure a flawless “go-live” of the sportsbook system from the moment the first wager was placed.
GLI renewed its annual contract with the Puerto Rico Tourism Company (PRTC) for a wide range of professional services, including on-site inspections of gaming equipment tested within a laboratory setting and professional consultation pertaining to new technology, policy and legislation development, rule writing, field issues, player disputes, and forensic examinations.
GLI hosted the 11th Annual Latin American and Caribbean Regulators Roundtable Aug 6 – 8 in Lima, Peru. The Roundtable offered two informative days of learning, networking, and thought-provoking discussion, welcoming more than 80 representatives from 19 countries representing gaming and lottery regulators and representatives of government lotteries from across the region.
GLI publicly released its GLI-33 Event Wagering Systems technical standard after a year-long collaborative process. Upon its release, several regulatory bodies and industry experts immediately adopted and/or endorsed the new standard, including the Choctaw Gaming Commission of Choctaw Mississippi, the West Virginia Lottery, Cherokee Tribal Gaming Commission of North Carolina, and Global Market Advisors.
GLI announced that it has added new laws and regulations governing gaming in Sweden to its ISO accreditations in anticipation of the opening of Sweden’s gaming markets to operators.
GLI President and CEO, James Maida, was honored with OIGA’s “Modern Day Warrior” Award in recognition of 20+ years of dedication of to Oklahoma Indian Gaming by the Oklahoma Indian Gaming Association during the 2018 OIGA gaming trade show.
GLI was approved as a test laboratory for sports-wagering equipment in West Virginia by the West Virginia State Lottery Commission, expanding GLI’s long-term relationship and bringing its global expertise in sports wagering to West Virginia.
GLI signed a 12-month agreement with the Lottery of the City of Buenos Aires (LOTBA) to provide a variety of advisory, consulting, training, and auditing services related to games of chance and their connected activities.
GLI celebrated its 30th anniversary with the South Dakota Commission on Gaming by presenting a special plaque commemorating the renewal of GLI’s longstanding consulting contract.
The American Association for Laboratory Accreditation (A2LA), reaffirmed GLI’s ISO/IEC 17025 accreditation for its Lakewood, NJ, Las Vegas, NV, Wheat Ridge, CO, and Vancouver, BC laboratories, making GLI the most highly accredited lab in the world. The A2LA audit yielded zero deficiencies for the Las Vegas, Vancouver, and Wheat Ridge labs.
GLI became the first laboratory to be accredited to test and certify gaming devices in the Republic of Cyprus, further expanding GLI’s already robust presence across Europe as the region’s premier testing and certification laboratory.
GLI Austria strengthened its presence in Europe with the opening of a second Austria office. Strategically located to serve Austria and bordering countries, the new Traiskirchen office outside of Vienna complements GLI Austria’s existing Graz, Austria laboratory, and Krakow, Poland operations to better address the needs of the rapidly expanding European gaming market.
GLI’s Asia-Pacific (APAC) operations, led by GLI Australia, became the first independent accredited gaming test laboratory in the region to successfully complete and issue IP Blocking Certificates for Philippine Offshore Gaming Operator (POGO) licensees, pursuant to Philippine Amusement and Gaming Corp’s (PAGCOR) existing POGO rules and regulations.
GLI became the first laboratory accredited by the Ohio Casino Control Commission (OCCC) to test and certify Skill-based Amusement Machines (SBAM) in Ohio.
GLI Asia celebrated 10 years of service to the Macau gaming market and to the operators, regulators, and suppliers of the surrounding Asia-Pacific (APAC) regions.
In response to the Supreme Court’s repeal of the Professional and Amateur Sports Protection Act (PASPA), GLI released a draft of “GLI 33 – Event Wagering Systems” technical standards for industry-wide comment. GLI 33 is intended to provide the gaming industry a general set of guidelines and standards specifically for event wagering operation. It was created due to an overwhelming industry request for a comprehensive technical standard covering these unique systems.

2017

The GLI Group acquired NMi Metrology & Gaming Ltd. and related gaming assets (“NMi Gaming”) from NMi Certin, B.V. and related parties.
GLI was authorized by the Michigan Gaming Control Board (MGCB) as a designated test laboratory for the State of Michigan.
GLI, through its Asia-Pacific (APAC) operations led by GLI Australia, became the first laboratory to test and certify online gaming systems for the Philippines Offshore Gaming Operator (POGO) license holders. In order to remain in compliance with the requirements of the Philippines’ national gaming regulator, POGO license holders can now rely on GLI to ensure their online gaming systems are tested and certified to the highest standards.
GLI University® provided the Loteria Nacional Sociedad del Estado, which has regulatory oversight of casinos and lotteries in the City of Buenos Aires, with a customized program of regulator training tailored to the jurisdiction’s specific needs.
GLI named Erdal Eskin Chief Operating Officer (COO) of GLI Australia. Eskin manages GLI’s Sydney laboratory and oversees operations and supplier relations for each of GLI’s three Australian-based laboratories in Sydney, Adelaide, and Melbourne. Eskin has more than 20 years of experience in the Australian gaming industry and has forged strong relationships with clients for whom he has worked.
GLI became the first independent test laboratory to be awarded certification accreditation in the Province of Mendoza, Argentina. GLI has been accredited for the certification of gaming devices by the Provincial Institute of Games and Casinos of the Province of Mendoza of Argentina since 2012. With the issuance of a new and updated regulation strengthening the requirements for test laboratories last year, GLI submitted its application to comply with the process and successfully achieved its accreditation under the new requirements.

2016

GLI was awarded accreditation in the Czech Republic, becoming the first international gaming laboratory to earn this honor. This achievement further increases the company’s activity across Europe and allows the company to provide assistance to the Czech Ministry of Finance and Gaming Board.
GLI Europe B.V. relocated from its original office in Hillegom to Haarlem, The Netherlands, expanding facilities and allowing the office to accommodate its ongoing strategy of providing great client service and commitment to the region.
GLI reached an incredible milestone in 2016 – the company has tested and certified 2.5 million gaming machines, devices and systems.
GLI was authorized by the New York State Gaming Commission to perform independent testing and certification for gaming equipment in the state of New York.
GLI helped successfully develop China’s first gaming technical standard – “Technical Gaming Standards for Online Lottery Systems and Betting Terminals.”
GLI completed and publically released an updated version of its GLI-11: Gaming Devices standard for industry use.
GLI became the first Independent Test Lab (ITL) to join the Gaming Security Professionals of Canada (GSPC) association, furthering our commitment to ensuring the safety, security and integrity of the Canadian gaming industry.
GLI® – together with affiliates “The GLI Group” – announces the acquisition of Bulletproof Solutions, Inc., Atlantic Canada’s Trusted IT Services Company. The investment further underscores the GLI Group’s commitment to Canada, and in particular, New Brunswick and the Atlantic Provinces.
GLI becomes first successfully registered Independent Test Lab to certify a Gaming House Operator’s full interactive gaming system under the new Bahamian gaming legislation.
GLI becomes first international gaming laboratory to be awarded Class II Gaming Systems licenses in Romania, further increasing GLI’s activity across Europe and allowing the company to provide assistance to the Romanian ONJN (Oficiul National pentru Jocuri de Noroc).
GLI issues an iGaming white paper highlighting the security risks and importance of internal and external controls.

2015

GLI establishes Global Lottery Instant Ticket Testing Lab in Moncton lab and signs agreement with Opportunities New Brunswick, supporting the company’s expanding commitment to the province of New Brunswick.
GLI relocates its Sydney, Australia laboratory, moving closer to suppliers based in New South Wales manufacturers. The lab also increases staff to meet growing demands for services.
GLI accredited as an approved online gaming testing facility by the Isle of Man Gambling Supervision Commission.
GLI accredited by the Serviço de Regulação e Inspeção de Jogos (SRIJ) to perform online gaming compliance testing services in Portugal.
GLI begins accepting Nevada submissions for skill-based gaming, due to the regulatory changes as a result of Nevada Legislature passage of Senate Bill 9 (SB9).
GLI expands audit services for World Lottery Association Security Control Standard (WLA-SCS) and ISO 27001 Information Security Management Certification to Europe and Africa.
All members of GLI’s Quality Management System (including those in the United States, Canada, Italy, South Africa and Australia) successfully complete ISO 17025:2005 Lead Auditor certification exam.
GLI Australia granted authorization to certify gaming equipment under the Gaming Standards Association protocols. GLI issues white paper on Fantasy Sports and website testing, highlighting the benefits of having fantasy sports sites properly tested and certified.
The Commonwealth Casino Commission (CCC) of the Commonwealth of Northern Mariana Islands (CNMI) adopts GLI Standards Series™ and recognizes GLI as an independent test lab for a new Saipan-based casino.
California Lottery becomes the only lottery in the United States to hold the WLA- Responsible Gaming Level Four Certification after GLI completes World Lottery Association Responsible Gaming (WLA-RG) Level Four Certification assessment.
A new milestone is reached when more than 100,000 games are attached to the GLiCloud inventory tracking system.
GLI Spain doubles size of its operation to meet increasing demand.

2014

GLI Link technology receives US patent number US 8,657,678 B2. Previously GLI Link was named one of the “Top 20 Most Innovative Gaming Technology Products Awards” by Casino Journal magazine.
GLI and Kobetron LLC form strategic global support relationship to deliver enhanced customer service support capabilities to the gaming industry’s regulators, operators and suppliers.
GLI Australia expands operations across all three labs on the continent to keep pace with increasing demand.
GLI marks 25 years of serving the gaming industry’s regulators, suppliers and operators. From one office with two employees, the company has grown to 21 offices on six continents with 850+ employees serving 455+ jurisdictions.
GLI completes a jurisdiction-wide inspection of all gaming devices and systems in Puerto Rico. The 12-week inspection covered 23 casinos and 7,690 gaming devices.
GLI creates a new dedicated unit within its Quality Assurance Department (QA) at its world headquarters in New Jersey. The new Latin America QA and Technical Compliance unit focuses exclusively on the company’s support for regulators and supplier clients throughout Latin America and Spanish-speaking jurisdictions.
GLI granted registration as a laboratory that conducts testing and certification services in Paraguay by the National Gaming Commission (CONAJZAR).
The Puerto Rico Tourism Company (PRTC) formally adopts 11 GLI Technical Standards.
GLI appointed an institution for issuing gaming device test reports for the jurisdiction of Slovenia by the Ministry of Finance of Slovenia.

2013

GLI formally opens its 21st location in Moncton, New Brunswick, Canada
GLI becomes the first test lab to be accredited as a gaming test lab in Colombia by COLJUEGOS (Empresa Industrial Y Comercial Del Estado Administradora Del Monopolio Rentistico De Los Juegos De Suerte Y Azar), gaming and lottery regulatory entity.
GLI released a key update to its “GLI-19 Interactive Gaming Systems” technical standard. The new GLI-19 version 2.0 introduces key updates, which address the unique technical considerations of North American interactive gaming markets. The standard was immediately adopted by the Delaware State Lottery.
Colorado Division of Gaming renews GLI Colorado’s certified testing laboratory contract and certified vendor status.
GLI receives an expansion in its ISO/IEC 17025 Scope of Accreditation for its Colorado lab by the American Association for Laboratory Accreditation (A2LA) which includes the GDS protocol, allowing GLI to provide an additional service within the Gaming Standards Association (GSA) Certification Program.

2012

GLI added 100 employees around the world, increasing its global staff from 650 to 750, raising its capacity to serve in response to increased demand for services.
The company opened GLI Espana near Barcelona to service the rapidly growing land-based and iGaming markets in Spain.
The company’s Professional Services Division obtained WLA SCS Certification Service Entity status to provide WLA Security Control Standard certification audits for Lotteries.
GLI was certified as a test lab in the State of Maryland.
The company was named a “Registered Independent Testing Laboratory” by the State of Nevada Gaming Control Board (NGCB). This action was accompanied by a major expansion of the Las Vegas lab, expanding the lab to more than 80,000 square feet.
The company was named the Verification Entity (OV) by the Mexican government’s Tax Administration Services (SAT).
GLI was named Associate Members of Cibelae and of the European Lottery.
GLI received State of Nevada Certificate of Recognition by Nevada Governor Brian Sandoval for GLI’s “innovation and entrepreneurship, which has helped drive economic growth and job creation in Nevada.”

2011

GLI Australia and GLI Europe become recognized testing lab of Casino Regulatory Authority of Singapore, expanding the company’s relationship with the Authority that began in 2009.
GLI became the first test lab licensed in Bolivia, continuing a long history of first in throughout the Latin American Region. Under terms of the license, GLI tests gaming machines, media that allow the access to the games and games duly authorized by the Autoridad de Fiscalizacion y Control Social del Juego.
GLI Asia expanded its testing services to include lotteries. In 2011, GLI Asia executed numerous high-profile lottery projects in Beijing, China; South Korea; and Taiwan; and GLI staff became in-demand speakers on lottery issues throughout the region.
The company released the latest in its extensive line of exclusive tools, GLI Mobile®. The mobile app enables 24/7, on-the-fly access to GLIAccess®, the powerful GLI database, where regulators and suppliers can track submissions, revocations and receive instant updates. The industry immediately recognizes the technology, and GLI Mobile is named one of the year’s most innovative technologies.
GLI formed new dedicated global lottery consulting group. The new group is based in GLI’s newest office location in Moncton, New Brunswick, Canada, and consults with lottery organizations globally on issues relating to the audit and security of all of their lottery products, including VLTs, their on-line games, iGaming, scratch tickets and conformance with World Lottery Association (WLA) standards.
GLI Europe and GLI Austria became the first labs of their kind authorized to test casino and street market gaming equipment and perform field inspections for the same devices for Poland.
GLI signed an exclusive agreement with the Puerto Rico Tourism Company for technical services with GLI related to gaming device and systems testing, field inspections and other technical services, and GLI opened an office in San Juan, Puerto Rico.
GLI Europe accredited by Spanish Gaming Authorities as an independent testing laboratory for both B2B iGaming platform suppliers and B2C online gaming operators, and an independent auditor of Information Systems Security (ISS). Both certifications are required by the Spanish Gaming Authorities before iGaming operators can provide their services.
GLI released several global testing standards to guide the industry. Those standards included the release of GLI 11 v.2, which introduces a critical evolution of the GLI-11 standard, with a focus on technological innovation and overall refinement of the standard; GLI-19 became the world’s first global interactive gaming standard. Two versions of GLI-19 are released, one focused on operators, and one focused on suppliers. The company also released GLI-23, a new technical standard guiding Video Lottery Terminals.

2010

South Dakota Lottery and GLI renew exclusive contract. Since 1989, the South Dakota Lottery has exclusively trusted its lottery device and system testing to Gaming Laboratories International.
GLI Australia integrated into GLI’s powerful global submission process, setting in place a complete strategy with a new common database to help suppliers quickly enter the global marketplace.
GLI became the first independent testing lab authorized to test systems in Peru. The “Qualified Entity” authorization expands GLI’s activities in Peru, where it has been testing devices since 1997, and further proved GLI’s commitment to the gaming industry throughout Latin America.

2009

GLI Asia celebrates lab grand opening, and GLI Italy completes lab expansion.
GLI and the Instituto de Ayuda Financiera a la Acción Social (IAFAS) successfully perform South America’s first field inspection of gaming devices. With the inspection, the IAFAS became the first gaming regulatory entity in South America to perform a direct control on site of this nature. GLI also became the world’s first test lab to conduct or assist in such an inspection in the region.
GLI became recognized testing lab of Casino Regulatory Authority (CRA) of Singapore. The CRA designates qualified testing laboratories with the status of SRTL (Singapore Recognized Test Lab) to provide testing services for gaming equipment deployed at casinos within Singapore’s jurisdiction. As an SRTL, GLI tests games, systems and progressives against standards established by the CRA, and GLI tests games and systems for interoperability.

2008

GLI Europe BV received full approval from the United Kingdom Gambling Commission to test all categories of equipment. GLI Europe BV previously held Provisional Approval until a full assessment and accreditation against ISO 17025, which covered the newly established standards.
GLI established business alliance with Normalizacion y Certificacion Electronica (NYCE), the certification body leader in Mexico. Under the agreement, GLI and NYCE work together to develop testing standards, create voluntary compliance to those standards, and to encourage the Mexican government to adopt mandatory testing standards for gaming devices.
GLI became the first organization approved as an authorized test laboratory in accordance with the Gaming Standards Association’s new Certification Program. The approval allows GLI to provide certification reports to clients seeking approval of gaming equipment that supports GSA’s G2S, S2S and Transport standards. GLI became the only organization in the world able to offer this new testing service for the new standards published under the GSA Certification Program.
GLI created the Totalisator System Division to provide testing and auditing services to racing and pari-mutuel regulators. Throughout 2008 and 2009 the GLI Totalisator System Division performed testing of totalisator systems operating in ten venues throughout Texas and Iowa. This effort provided GLI experience in testing the three largest totalisator system providers.

2007

GLI Australia and GLI Europe each moved into new, larger test labs in Sydney, Australia, and Hillegom, The Netherlands, respectively. The move allowed each facility to expand testing and service capabilities.
The company opened two new global labs. GLI Asia, located in Macau, China, serves the rapidly expanding Macau and Asian markets. GLI Austria was created when GLI formed a partnership with SMI. The new company dramatically expanded service capabilities and allows its customers to easily transfer letters across international jurisdictions.
Gaming Laboratories International formed a partnership with the Universidad Nacional de La Plata (UNLP) to create GLI South America. The new partnership utilizes GLI’s extensive operating knowledge and UNLP’s deep technological capabilities and outstanding reputation for integrity. The new GLI South America offers both gaming device and system testing services and independent field inspection services.
Gaming Laboratories Australia opened a new facility in Melbourne. The new Melbourne lab works closely with GLI’s Sydney and Adelaide labs to continually meet customer demand and provide the highest possible level of customer service.
GLI relocated its Western Regional Lab to a new, larger facility. The testing facility will remain in Golden, Colorado, and the new, more efficient office building will give GLI more than 25,000 square feet of product testing space that will grow to 29,000 square feet in late 2008.

2006

A2LA, the largest multi-discipline accreditation body in the United States and second largest in the world, conducted assessments of the GLI North American testing facilities. Upon completion of their assessments, GLI was accredited to the ISO 17025 standard for demonstrating technical competence in laboratory testing and to the ISO 17020 standard for demonstrating technical competence in the performance of field inspections. This achievement made GLI the first and only U.S.-based organization in the gaming industry to have received both accreditations.
GLI Australia moved the Adelaide lab into a new and larger facility. This new location was designed to meet specific requirements of gaming machine and systems testing for the Australian, New Zealand and Asia Pacific regions. The Adelaide facility tests for jurisdictions operating VLC, QCOM, X-Series and SAS protocols, giving manufacturers the ability to have devices evaluated against live systems. GLI Australia operates two fully equipped test labs in Adelaide and Sydney and employs 45 people with six engineers who handle local manufacturers that sell equipment to the worldwide market.

2005

GLI broke ground for a twin testing facility for expansion at our Lakewood facility. The new expansion added another 46,000 square feet of testing space and expanded the headquarters to a total space of 100,000 square feet. GLI also added 86 additional new employees to its U.S. offices.
The World Headquarters added a second shift engineering team to continue gaming device testing to 2 a.m. four nights a week – the first gaming test laboratory in the world to extend this service to its clients.

2004

GLI established its eighth laboratory in Bologna, Italy. The primary purpose of this establishment was to address the needs of the newly emerging Italian jurisdiction. GLI Italia was accredited ISO 17025 by the Netherlands accreditation agency RVA.
The GSA Board of Directors once again approved GLI as the official Interoperability Center for self-testing by GSA members.

2003

The Las Vegas Service Center successfully completed its second year of ticket-in/ticket-out testing for the Nevada Gaming Control Board.

2002

The Gaming Standards Association (GSA) designated GLI as the official SAS protocol test laboratory. The Las Vegas Center was the first and is still the only Interoperability lab of its kind set up for use by GSA.
GLI opened its newly built world headquarters, moving from Toms River to Lakewood, N.J. The Lakewood facility is the single largest gaming equipment and systems testing building anywhere in the world and brings GLI’s total worldwide testing space to more than 100,000 square feet.

2001

GLI opened the Las Vegas Service Center, an 18,000 square-foot protocol and systems testing facility. Since opening, the Las Vegas Service Center has received a very positive response from the gaming industry, and houses systems and games from virtually every manufacturer.

1999

GLI created the Special Projects Division to address the needs of its non-gaming clients. The Special Projects Division tests and reviews devices such as vending machines; redemption games; keno and bingo systems; and tabletop amusement games.

1998

GLI established a fourth international lab with the opening of GLI Europe BV, in The Netherlands. This lab has expanded twice and received accreditation under EN 45004 and the international quality standards ISO 17020 and ISO 17025.

1996

GLI established a third international lab located in Pretoria, South Africa, in conjunction with its then joint-venture partner, the South African Bureau of Standards (SABS). This international location was primarily responsible for testing machines for use in South Africa.

1995

GLI opened a western regional test facility in Golden, Colorado, adding another 25,000 square feet of testing space. This office was a duplicate of the World Headquarters in New Jersey and the Australian facilities. This office facilitates local approvals and offers training to gaming regulators throughout the United States and Canada.
GLI became the first gaming test laboratory licensed by the New Jersey Casino Control Commission (NJCCC). This license was issued following an extensive background investigation of GLI, its financial records, and its employees. (This license has subsequently been renewed.)

1994

With the expansion of gaming in the South Pacific, GLI established Gaming Laboratories Australia in Adelaide, South Australia. To allow for additional capacity in Australia, GLI established a second Australian office in Sydney, New South Wales in 1998. The establishment of these overseas labs allows GLI to take advantage of a 24-hour workday and allows for the exchange of data between the North American continent and the Asia/Pacific region.
GLI established a presence in the southern United States by opening offices in Tunica County, Mississippi, and along the Gulf Coast near Gulfport, Mississippi. These offices allowed GLI to provide on-site inspection services for the State of Mississippi and for the other riverboat and Indian gaming facilities throughout the South and Midwest.

Early 1990's

GLI expanded its testing role to include casinos, Indian gaming facilities, and riverboat gaming jurisdictions throughout the United States.

1989

GLI obtained a machine-testing contract with the State of South Dakota to assist in the oversight and implementation of the first organized video lottery system in the United States.

On June 23, 1989, James Maida joined forces with Paul Magno to create Gaming Laboratories International (GLI) with world headquarters located in Toms River, New Jersey.
